No sooner have people left the horrors of the two world wars behind them than the next war is already looming - the Cold War.  These are the years of the Cuban Missile Crisis, the building of the Berlin Wall and nuclear armament.  The great powers USA and the Soviet Union threaten each other with ever more powerful nuclear weapons.  At any time the cold war can turn into a hot one.

Security measures are quietly taken in the event of a nuclear conflict. Under high secrecy, the federal and state governments erect nuclear bomb-proof bunkers. These are to serve as alternative seats in the event of war. From there the crisis teams would initiate measures to protect the population.

The alternative seat of the NRW state government was built in the 1960s near a small village in the Eifel.  For almost 30 years, it had to be kept constantly operational. Its existence and the exercises regularly carried out there were subject to the strictest secrecy.

Since 1997 the bunker is privately owned by the Röhling family. In 2009 it was opened to the public as a documentation centre.  Since then, guided tours have taken place regularly.
